I don't know which was formulated first, our local attempt here in the US or the global attempt at censoring the Internet. I do know that we have this New World Order globalist thing going on.
You know.. NWO? A handful of elites declare themselves to own and rule the whole world dictatorially? One person has it all? No input from the people is needed or even wanted? The whole world is one big police state prison camp?
These "Globalists" have made significant progress toward this utopia world of THEIRS. They are almost there in fact, very close. How the UN went from a place where future wars could be defused and stopped before they even started to what is effectively now a global government attempting to dictate every aspect of every countries policies and activities to all who submit to their authority is a "Text book example" of what is known as the "Totalitarian Tiptoe". So here we are today.. The UN.. a handful of elites decide among themselves who will rule over the rest of us.
The United Nations, "We the peoples for a better world"? Eh?? Have we ever had peace since the UN was formed? Whole swaths of people across the globe dying via hunger, sickness, regional genocides? Entire countries being raped and pillaged under UN sanction? A better world? "The peoples" have no direct input into UN activities? As I said, this utopia of THEIRS.

In October 2007, the United States, the European Community, Switzerland, and Japan simultaneously announced that they would negotiate a new intellectual property enforcement treaty the Anti-Counterfeiting Trade Agreement or ACTA. Australia, the Republic of Korea, New Zealand, Mexico, Jordan, Morocco, Singapore, the United Arab Emirates, and Canada have joined the negotiations. Although the proposed treaty’s title might suggest that the agreement deals only with counterfeit physical goods (such as medicines) what little information has been made available publicly by negotiating governments about the content of the treaty makes it clear that it will have a far broader scope and in particular will deal with new tools targeting “Internet distribution and information technology”.
In recent years major U.S. and EU copyright industry rightsholder groups have sought stronger powers to enforce their intellectual property rights across the world to preserve their business models. These efforts have been underway in a number of international fora including at the World Trade Organization the World Customs Organization at the G8 summit at the World Intellectual Property Organization’s Advisory Committee on Enforcement and at the Intellectual Property Experts’ Group at the Asia Pacific Economic Coalition. To date, disturbingly little information has been released about the actual content of the agreement. However despite that it is clearly on a fast track, treaty proponents wanted it tabled at the G8 summit in July and completed by the end of 2008.

The Anti-Counterfeiting Trade Agreement, or ACTA, is a 'plurilateral' trade agreement, currently being negotiated between the US, Canada, Japan, the European Union, South Korea, Mexico, Switzerland, Australia and New Zealand. It is somewhat similar to SOPA/PIPA, however ACTA is an executive agreement between countries besides the United States, and it can be passed without the approval from Congress and the Supreme Court. It is potentially hazardous to the Internet we know and how it works.

What is ACTA?
ACTA is an international trade agreement currently being negotiated by the European Union, the United States, Japan, Canada, South Korea, Australia as well as a few other countries, whose aim is to enforce copyright and tackle counterfeited goods (hence its acronym: Anti-Counterfeiting Trade Agreement).
The main problem with this treaty is that all the negotiations are done secretly. Leaked documents show that one of the major goal of the treaty is to force signatory countries into implementing anti file-sharing policies under the form of three-strikes schemes and net filtering practices.
